Winter Haven Water is seeking a highly motivated and skilled Construction Project Manager to join our team. ESSENTIAL JOB FUNCTIONS: Performs responsible technical and administrative work in managing City utility construction projects. Provides day-to-day administration and management of consultant and construction contracts and prepares progress reports of projects. Provides basic utility information and criteria for the development of construction related bid specifications and participates in the contractor selection process. Coordinates and participates in pre-construction and progress meetings; assesses and resolves unforeseen conditions during construction; monitors project work schedules and budgets; oversees equipment and safety compliance and ensures all aspects of construction conforms with the contract documents and permit conditions before final acceptance occurs. Assists in updating City water and wastewater standard details and specifications. Assists in planning, scheduling, and coordinating utility construction projects; resolves customer complaints on said projects. Hours of operation are Monday through Friday, 7:00 a.m. to 4:00 p.m. with occasional night work pending the project and need. KNOWLEDGE, SKILLS & ABILITIES: Extensive knowledge of water and wastewater system construction methods, equipment, materials, and safety regulations. Ability to read blueprints, understand, and interpret construction drawings and specifications, resolve field conflicts and use a computer to enter and retrieve data; understand and follow complex oral and written instructions; and prepare and maintain a variety of related records and reports. Knowledge of Florida Department of Environmental Protection and Health Department regulations as they pertain to water and wastewater systems. Skill in communicating effectively, courteously, and professionally with co-workers as well as members of the public both orally and in writing. MINIMUM EDUCATION & EXPERIENCE: Graduation from an accredited college with a Bachelor's degree in Construction Management or related field and three years progressively responsible and knowledgeable experience in utilities design and construction; or an Associates degree in Construction Management with five years experience or a high school diploma or equivalent with eight years of utilities design and construction experience. An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted. Have strong competency in Microsoft Office (Word, Access, Excel and PowerPoint). Knowledge of project management software using the Critical Path Method (CPM) and computer aided drafting design (CADD) preferred.
SPECIAL REQUIREMENTS: Possession of a valid State of Florida drivers' license with a good driving record as determined by the City of Winter Haven. Absence of non-prescribed controlled substances in the applicant's system as verified by a laboratory approved by the City of Winter Haven.
