ESSENTIAL JOB FUNCTIONS: Performs manual and mechanical work of ordinary difficulty and responsibility in connection with water plant operations; monitors the operation of the treatment plant(s) both directly and by radio telemetry. Job requires shift work for continuous coverage of the water plant. Controls water treatment plant machines and equipment. Operates and controls electric motors, pumps, and valves to regulate the flow of water into treating plant. Regularly handles highly hazardous chemicals. Places specified amounts of chlorine and other chemicals into water; adjusts automatic devices to admit specific amounts of chemicals into water to disinfect and purify water. Monitors panel board and adjusts valve to control flow rates. Performs chemical analysis and routine laboratory tests on water. Performs preventive maintenance on machinery and equipment; repairs and lubricates machines and equipment using hand and power tools. Specialized tasks such as troubleshooting, repairing, and rebuilding of chlorination and electrical systems are assigned to more senior personnel. Individually performs building maintenance, light equipment maintenance, grounds keeping, and housekeeping duties. As part of a crew, performs heavy maintenance and repair tasks relative to plant operations and equipment. Maintains written operational records; records meter and gauge readings; performs basic arithmetic calculations and interprets results. Receives and responds to customer telephone calls; serves as dispatchers after regular business hours. KNOWLEDGE, SKILLS & ABILITIES: Knowledge of the practices, methods, materials, and tools utilized in the operation, repair and maintenance of water treatment machinery and equipment. Knowledge of centrifical pumping equipment, electrical controls, and telemetry equipment. Knowledge of computers and the operation of same is required. Ability to read, write, speak, and understand English. Ability to perform basic arithmetic calculations. Ability to descend and ascend ladders and stairs to obtain access to affect necessary repairs. Ability to withstand occupancy in confined spaces; non-claustrophobic. Ability to work with and around chemicals. Ability to work without direct supervision and to make routine judgments. MINIMUM EDUCATION & EXPERIENCE: Graduation from an accredited high school or possession of an acceptable equivalency diploma. Possession of a valid Florida Class A, B or C certificate for water treatment plant operators. An equivalent combination of training and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
SPECIAL REQUIREMENTS: Possession of a valid Florida Class E drivers license with a good driving record as determined by the City of Winter Haven. Must be able to work an eight hour rotating work schedule. Absence of non-prescribed controlled substances in the applicants system as verified by a laboratory approved by the City of Winter Haven.

SPECIAL NOTE: The City of Winter Haven may employ candidates for this classification on a trainee basis provided no suitable certified candidates are available. If this occurs, trainees will enter the system at a level of pay which is approximately four grades lower than that of the Water Plant Class C Operator, and trainees will be given a deadline to obtain the required certifications/licenses.
