ESSENTIAL JOB FUNCTIONS: Performs highly advanced and professional accounting work with little supervision, utilizing independent judgment to resolve problems in the municipal financial system. Monitors the City’s cash, investments and debt including analysis, reconciliations and wire transfers. Makes decisions based on generally accepted accounting principles and under the approval of the Assistant Finance Director. Maintains fixed asset records. Reviews the preparation of federal and state payroll reports. Monitors grants awarded to the City and prepares related year-end schedules. Analyzes and reconciles numerous accounts on a regular basis. Prepares schedules for year-end close and the annual financial statement audit. Works closely with IT to resolve financial system errors and coordinate periodic updates. KNOWLEDGE, SKILLS & ABILITIES: Knowledge of government accounting, auditing and internal controls. Knowledge of accounting systems and procedures. Knowledge of applicable laws and procedures in the receipt, custody and expenditure of monies. Ability to plan, organize, train and evaluate the work of professional personnel. Ability to prepare, analyze and maintain accurate financial and statistical statements, records and reports. Ability to establish and maintain effective working relationships with employees, officials and the general public. MINIMUM EDUCATION & EXPERIENCE: Graduation from an accredited four year college or university with a degree in Accounting. Four (4) years of progressively challenging accounting experience, preferably in government accounting. An equivalent combination of education and experience determined to be directly related to the foregoing specific requirements may be substituted.
