This presentation was delivered to the Florida Stormwater Association Conference in Orlando on December 11, 2014. It tells the story of why Winter Haven is using an integrated approach for managing water and why balancing water decisions with the economic, social and environmental needs of the community is critical. One of the primary recommendations is that water centric communities in Florida such as Winter Haven must integrate land and water decisions within their watersheds as well as turn to partnerships beyond government to reach long term goals. The presentation also recommends a new decision-making framework at the local, regional and state scales to balance the needs of communities.
