Sealed proposals will be received at the office of the Director of Public Service/Public Safety, of the City of Wilmington, Ohio; 69 North South Street, Wilmington, Ohio 45177, until
12:00 PM local time on THURSDAY, MAY 25, 2017 for furnishing all labor, materials, and equipment necessary to complete project known as the FIFE AVENUE WATERMAIN REPLACEMENT, and, at said time and place, publicly opened and read aloud.
Pursuant to Section 153.54, et. Seg. of the Ohio Revised Code, the bidder shall submit a Bid Guaranty in the form of either:
a. A bond for the full amount of the bid; OR
b. A certified check, cashier’s check or letter of credit pursuant to Chapter 1305 of the Ohio Revised Code, in the amount of ten (10) percent of the bid.
The successful bidder must replace the bid guaranty with a one-hundred percent Performance Bond upon award of the bid.
When the total overall project exceeds $26,514, all bidders must comply with the Prevailing Wage rates on Public Improvements in Clinton County and the City of Wilmington, Ohio, as ascertained and determined by the Administrator of the Ohio Bureau of Employment Services (OBES) as provided in Section 4115.05 through 4115.034 of the Revised Code of the State of Ohio. It is anticipated that the Prevailing Wage Law will apply to this project.
All Contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. "DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES." Additionally, contractor compliance with the equal employment requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required.
No bidder may withdraw his bid within sixty (60) days of the actual date of the bid opening thereof.
The Board of Control reserves the right to reject any or all bids and to waive any irregularities of bids should the same be the advantage of the City.
