ESSENTIAL JOB FUNCTIONS: Accurately enters current and newly acquired utility asset data into a utility asset management computer software program. Applies engineering and construction principles to analyze data contained within and produced by this program. Compiles numerical and statistical data; develops and presents technical reports, charts, budgets, briefing summaries and schedules. Develops and recommends appropriate short and long term corrective actions and changes needed to ensure the proper current and future functionality of water and sewer utilities. Keeps abreast of trends and developments in the field of utility operations and construction. Recommends and assists in the implementation of department goals, objectives and pertinent policies and procedures. Participates in preparing and administering the division budget. Monitors and controls division expenditures. Selects, trains, schedules, supervises, disciplines and evaluates division staff. Answers questions and provides pertinent information to the public. Knowledge of and ability to operate computer equipment and applicable software. Ability to plan, coordinate, train, supervise and evaluate the work of staff. Ability to prepare and maintain a variety of related records and reports. Ability to establish and maintain effective work relationships and communicate clearly and concisely, both orally and in writing. MINIMUM EDUCATION & EXPERIENCE: Graduation from an accredited four year college or university with a Bachelors degree in engineering; GIS; computer science or related field. Four years of increasingly responsible experience in utility operations, construction or related project management, two years of which shall have been in a supervisory capacity. An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
SPECIAL REQUIREMENTS: Possession of a valid State of Florida drivers’ license with a good driving record as determined by the City of Winter Haven. Absence of non-prescribed controlled substances in the applicant’s system as verified by a laboratory approved by the City of Winter Haven.
