At times when the community flag pole is not designated for use by the City or its Sister City, any organization which has its main headquarters within the City, or any resident of the City who is a registered member of an organization not sited within the City, may apply to the City Manager on this permit form to display the official flag of such organization on the community pole for a period not to exceed one (1) calendar week. There shall be only one (1) organization’s flag to be displayed at any one time, and any organization, either directly or through a resident member, may only display such organization’s flag during one (1) calendar week per week per year.
Under no circumstances may a flag which is on display depict any obscenity or obscene gesture, criminal activity, nor advertise the sale or offering of any product or service. An obscene gesture or other obscenity shall be a picture, logo or words which are offensive to a person of reasonable sensibilities within the community. Although an organization itself or its activities or advocacy may be offensive to a person of reasonable sensibilities, the nature of the organization itself shall not be the reason to deny such permit.
No application may be submitted more than one (1) year in advance of the proposed starting date of display, and any application must be submitted at least 14 calendar days in advance of the proposed date of display. The submitted application requires no fee, and upon receipt of the completed application and any necessary supporting documentation which the City Manager deems necessary, the City Manager, within five (5) business days, shall review and either approve or reject the completed application. If rejected, the rejection shall be in writing stating the reason for such rejection and either personally delivered to the applicant’s representative or directed to the representative of the organization at the address listed within the submitted application.
