I am doing genealogy research about my family from the Guthrie area. Whom can I contact for information?
All known burials in the Summit View Cemetery are recorded in a computer file that is available on the City’s web page or by clicking the link above. This file contains, when known, the name, age, birth date, death date, and names of mother, father, and spouse, places of birth and death, and funeral home for each individual burial. Not all information is available for all burials, but every effort has been made to ensure that this file is as complete and accurate as possible. Can I sell unused grave spaces in my lot back to the City?
No, the City does not purchase grave spaces or lots back from individuals.
How can I sell my unused spaces?
Individuals wishing to sell their lots or spaces within their lots may do so using whatever means necessary (e.g. word of mouth, classified ads, etc.). Once an arrangement has been made between the seller and the purchaser, the seller must notify the cemetery office of the sale and provide the office with the name, address (street, city, county, state & zip code), and telephone number of the purchaser and the effective date of the sale. A notarized letter or the Deed Transfer Form must be provided before a new deed will be prepared for the new owner. The Cemetery Office is located on the second floor of City Hall. May shrubs or trees be planted on my grave spaces and/or lots?
Shrubs may be planted only with permission by the Cemetery Sexton, (405) 282-2773.
Trees may not be planted for the following reasons:
- Tree roots spread out to great distances and infringe on surrounding lots.
- The roots also cause significant damage to the graves. Roots can actually grow into, around, and under vaults, causing the vaults to shift or rise.
- When an interment is made, roots may be severed which may kill the tree.
- Finally, when trees reach a certain size they can totally obstruct not only the grave on which they were originally planted, but also the ones around it.
My mother was the owner of a lot, and she is deceased. May I use the remaining grave spaces on the lot?
Only the owner of the lot and spaces can determine who can use them. If the owner of the lot is deceased, ownership must be determined before the lot can be used. This is done in the following manner:
- Determine if the owner transferred ownership of any unused grave spaces prior to his or her death. Then the person to whom the deed had been transferred must approve any use of the remaining spaces;
- If this is not the case, the owner’s will should state that ownership of the lot is to be transferred to a specific individual, who must then approve any use of the remaining spaces;
- If the deed has not been transferred and a will is not available or does not state specifically to whom the deed should be transferred, presentation of the original deed may be used to show that the owner had passed the deed on to the individual whom they wished to have ownership of the lots;
- If none of the previous options are available, the final option is to have a letter prepared which states who is to have ownership of the lot or spaces. This letter must be signed by all surviving heirs of the owner, and the signatures must be notarized. The person stated as owner in this letter must then approve any use of the spaces;
Remember that a cemetery lot is the same as any other piece of property and does need to be transferred as part of an estate.
How much is a grave space?
A single space is $400. Please contact the Cemetery Clerk’s office at (405) 282-0065 for all other costs.
Whom do I contact if I have any questions or suggestions for improving the cemetery?

When does the City Council meet?
The City Council meets on the first and third Tuesdays of each month at 7:00 pm in the Council Chambers, City Hall.
What form of government does Guthrie have?
The City of Guthrie has adopted the Council-Manager form of government. A City Manager is hired by and reports to the City Council. The City Manager handles the day to day operations and directs all other staff. The Mayor and Council do not participate in day to day operations beyond any interactions with the City Manager.
Is the building plan review process inclusive of all necessary plan reviews?

Tickets issued by the Oklahoma State Highway Patrol Officers or by Logan County Sheriff's Deputies are filed with the Logan County Sheriff’s Office. Their contact information is (405) 282-0123 or you may visit their offices at 201 S. Broad, Guthrie, Oklahoma 73044.

Is there a way to pay for a ticket without appearing in Court?
Yes. You must, however, pay the ticket on or before your court date. If the ticket is not paid on or before your court date and you do not appear in court, a warrant for your arrest will be issued.
What methods of payment are accepted for tickets?
We accept money orders, cashier's checks, personal checks, Visa, and MasterCard. When paying in person at the office, we also accept cash. Please do not send cash through the mail.
Can I pay my ticket over the phone?
No. The City does not accept credit card payments via telephone or by mail; however, you may access www.trafficpayment.com to pay your ticket online using a credit card.

How do I contact the Guthrie Chamber of Commerce?
The Chamber of Commerce is open Monday - Saturday from 9 am to 5 pm. They are located at 212 W. Oklahoma Ave. You can also reach them by phone at 405-282-1947 or online at Guthrie Chamber of Commerce.
How are addresses assigned?
All addresses are assigned by the Planning Department (405-282-1110). Addresses are assigned to undeveloped parcels upon approval and issuance of a building permit.

How often is Municipal Court held?
Municipal Court is held once a week on Wednesday at 2:30 p.m. in the Council Chambers (2nd floor of City Hall).
Can I get a continuance?
Court clerks are authorized to give a two-week continuance from original court date. In order to receive this continuance, you must phone in prior to your court date and request the continuance. This does NOT apply to Trial Dates.
Do I need an attorney to plead not guilty?
No. The decision to be represented by an attorney is entirely up to you. You have the right to represent yourself in any proceedings. This is called Pro Se representation.
What is an Arraignment?
Arraignment is that session of court in which you, the defendant, enter a plea to the charge against you. You may enter one of three pleas:
- Guilty
- No Contest
- Not Guilty
Pleading "guilty" means you admit to committing the act charged, that the act is prohibited by law, and that you had no defense for the act. Before entering a plea of guilty you should know that the City has the burden of proving its case against you.
Pleading "no contest" means you do not wish to contest the City's charge. Upon a plea of no contest, the judge will enter a finding of guilty and order a fine, jail time or other appropriate sentence. A plea of no contest is not an admission of fault and can't be used against you in a civil suit for damages.
Pleading "not guilty" means you deny guilt and that the City must prove its charges. On a plea of not guilty, a trial is held and the City is required to prove, "beyond a reasonable doubt", all of the allegations against you in the complaint.
May I call my own witnesses?
Yes. However, you are responsible for contacting your witnesses regarding the court date.
Can I have a Jury Trial?
No. You cannot have your case tried before a jury in Municipal Court.
If I have a warrant, what do I do?
If a warrant has been issued, payment must be made in full by credit card, cashier's check, money order, or cash.
City Hall
City Hall is open from 8:00 am until 5:00 pm Monday-Friday except on posted holidays and special events. The utility payment drop box is open 24/7 and is located inside the North entrance to City Hall. City Hall is located at 101 N. Second St. in downtown Guthrie.
Library
The library is located at 201 N. Division (the northwest corner of Division and Cleveland Ave.) and is open Mondays, Wednesdays, and Fridays from 9am to 6pm; Tuesdays and Thursdays from 9am to 8pm; and Saturdays from 9am to 1pm.
Police Department
The Police Department is located on the south side of City Hall. Their address is 306 W. Oklahoma Ave. As an emergency service, PD is open 24/7. Call 9-1-1 only for emergencies. Call 282-3535 for non-emergencies.
Municipal Services
Municipal Services main offices are located on Commerce Blvd. and are open 8am to 5pm, Monday thru Friday.
Where is the Building Inspection Department located and what are the hours of operation?
The Building Inspection Department is located in the Planning Department on the second floor of City Hall (101 N. 2nd Street). The department is open Monday thru Friday from 8 am to 5 pm.
Finance Department / Utility Window
Our office is open 8 a.m. to 5 p.m. Monday through Friday, excluding holidays and special events. Our telephone number during regular hours is (405) 282-2489. In an emergency, a company representative can be contacted 24 hours a day, 7 days a week by calling the Guthrie Police Department non-emergency number at (405) 282-3535.
What forms of payment do you accept for permits and inspections?
We accept Visa, Master Card, checks, cash and pre-paid accounts (please inquire).
What is the cost of a permit?
Permits will vary in cost according to type of application. Please refer to the development/permit fee schedule for further information.
When is a permit required?
Permits are required when there is new construction to a building as well as repair or alterations to an existing structure. In addition, when a building is to be remodeled or enlarged, a permit is required. New work consists of any new construction, commercial or residential, from vacant ground to a completed new structure. Projects that are considered cosmetic, such as new wallpaper, carpet, paint, cabinets or trim work do not require a permit. What is a Certificate of Occupancy?
A certificate of occupancy, or C.O., is required for all buildings or structures that are occupied or used. When a tenant leases a new space, a C.O. is required. Upon issuance of a certificate of occupancy and approval of all required inspections, utilities will be released with the new tenant’s name.
How long does the building permit plan review process take on residential projects?
New Single Family/Duplex or Single Family Addition: 2 Business Days.
How long does the building permit plan review process take on commercial projects?
New Projects/Multi-Family/Parking Lots or New Additions: 10 Business Days.
Will a building permit for non-conforming use be issued on an unplatted piece of property?
No. In the event of a zoning change, no building permit will be issued until the zoning change ordinance has been approved by the City Council.
What construction or grading can be done on property before issuance of a building permit?
None.
How do I get my utilities turned on?
Utilities for construction purposes may be released after permits are issued, deposits are paid, and installations are inspected by the Building Inspection Department (405-282-0493).
Does an easement need to be platted for public utilities?
Not necessarily. It can also be filed as a separate instrument through the Planning Department (405-282-1110). However, platting is recommended. Public utilities include gas, phone, electric, etc.
Who do I talk to about my trash?
City of Guthrie contracts with Waste Connections for trash service. Contact manager Tom Michaels at 282-2500 for assistance.
How do I request a service line locate?
Contact Municipal Services to locate the city’s water and sewer lines. All other utilities are located by calling OKIE (1-800-522-6543).
Where and how do you establish utility services (water, sanitary sewer, trash)?
The Utility Office is located at City Hall, 101 North Second, on the Second Floor. Utility customers are required to complete an Application for Utility Services and provide proper identification. Connections are provided Monday through Friday only. For additional information: Utility Customer Service.
Is a deposit required?
A deposit is required at the time service is initiated from all customers. Deposit amounts are established by resolution by the Trustees of the Guthrie Public Works Authority. Current deposit requirements are (1) Residential and Commercial $75 per location; (2) Garbage only customers $50 per location; and (3) Multi-meter users $300. The deposit will be applied to your final bill upon disconnection of services.
Is there a service fee?
A service fee of $25.00 is required at the time service is initiated from all customers requesting water service. Garbage only customers are not required to pay a service fee.
Can I transfer my deposit to another account?
Yes. You may transfer a deposit from one address to another address located inside city limits. You may also transfer your deposit to an individual by filling out the necessary paperwork in the Utility Office.
Can the water meter be “turned on” without someone at the requested address?
No. The water meter cannot be turned on without someone present at the home. If the customer is not present, the water department will unlock the meter and it will be the customer’s responsibility to turn on the water meter.

When is my utility bill due?
Utility meters are read between the 3rd and the 20th of each month. Bills are checked for accuracy and mailed on or approximately the last working day of each month. Utility bills are due on the 15th of the month following billing. This provides 15 days for utility customers to pay without a penalty. If the due date falls on a Saturday, Sunday or on a holiday, then the utility customer will have the next working day to pay without a penalty. A second notice is mailed after the 15th with the amount due and notification of when the account is scheduled to be disconnected if not paid.
How can I pay my bill?
There are five ways to pay your bill:
- Automatic Bill Payment Program: Authorize us to pay your bill through a monthly automatic bank draft. For additional information: Automatic Bill Pay Form.
- Online Bill Payment: You may use a third party online bill pay service, such as your bank's online bill pay service. Just be sure to select the correct vendor (City of Guthrie), and use your current City of Guthrie utility account number found on your bill.
- Mail your bill: Enclose the detachable portion of your bill along with a check or money order for the amount due in the envelope provided to ensure speed and efficiency in processing. Please do not include cash or coin. If the envelope provided is lost, mail to: City of Guthrie | P.O. Box 908 | Guthrie, OK 73044-0908.
- Pay your bill in person: Feel free to make your payment in person at the Finance Dept. Window (City Hall, 101 N. Second St., second floor) using cash, check, money order, or credit/debit card (Visa or MasterCard only). We do not accept third party checks.
- Use the Night Drop: For your convenience, a night drop is available 24/7 inside the north front doors to City Hall. Payments received in the night drop must be in full and will be processed and posted to your account the next working day.
Where is my water meter?
Your water meter is usually located in the front yard near the street in the City’s right-of-way.
There is a leak in my line, am I responsible for its repair?
The customer service line runs from the curb stop, or service shutoff (usually located near the customer’s property line) to the premises served. It is the customer's responsibility to maintain it as well as all the piping within the structure served. All other lines are the City's responsibility.
My water is rusty/discolored, what do I need to do?
Contact the utility department (282-0492) to make them aware of your service problem. Your discolored water may be due to routine system flushing maintenance in your area - a program of which you should have received advanced notice. If this is the case, water should clear after a short period of water usage. Do not wash laundry under such conditions.
If the utility department confirms that no system flushing or water line break has occurred, the water department will investigate your problem and possibly flush the distribution system in your area after notification to all customers who may be affected.
If your water service is routinely discolored and you are unhappy with water hardness, then you may want to install a softening system. Softeners will eliminate iron problems to a degree. If you are happy with the water hardness, you may want to consider various residential filtration systems.
Why is my water bill so high?
There are several reasons for a high water bill. During the summer months, customers may begin watering new or existing grass or landscaping which can cause your water bill to escalate. Seemingly small problems such as toilet or faucet leak, a water powered sump pump, or a leaking humidifier can make a great impact on your water bill as well.
You can check for leaks by looking for the small triangular leak indicator on the face of your water meter. If it is spinning when no water should be running, you have a leak. Another method of checking for leaks is to take a meter reading at night and another in the morning. If no water was used overnight, the reading should remain the same.
How do I change the address on my account?
Your account actually has two addresses on it: (1) the mailing address which is where your bill is sent and (2) the service address which is where the utility services are being used. You can change the mailing address only by noting your new mailing address on the remittance portion of your bill or by calling our office.
I am selling my house. Can I give you the final reading off my meter?
Only Water Department personnel take final readings. To assure you get your final bill or refund mailed to the correct address, please call and schedule a final reading date including a forwarding address. The Utility Department will calculate a final bill and deduct that amount from your deposit and will either mail you a refund or an amount due.
Does the City of Guthrie provide a trash container?
A polycart (trash container) is provided by Waste Connections (the City’s contractor). Only your polycart and 4 bags of lawn and leaf clippings may be picked up on your regular trash day. No other cans will be picked up on your regular trash day. If you need an additional polycart(s), one can be provided at the monthly rate established by the Trustees of the Guthrie Public Works Authority.
How many times a week is my trash picked up by the City of Guthrie?
The trash is removed from the polycart once a week. The City of Guthrie provides a schedule for “Bulky Waste” day to remove larger items --- items that will not fit inside the polycart.
The schedule is as follows:
- Regular trash day is Monday; Bulky Waste Day is the 1st Wednesday of the month.
- Regular trash day is Tuesday; Bulky Waste Day is the 2nd Wednesday of the month.
- Regular trash day is Thursday; Bulky Waste Day is the 3rd Wednesday of the month.
- Regular trash day is Friday; Bulky Waste Day is the 4th Wednesday of the month.

How long are applications for employment kept active?
