State Law requires any individual, contractor or business planning to do any type of excavating to notify the Ohio Utilities Protection Service (OUPS) a minimum of 48 hours (excluding weekends and holidays) prior to starting the excavation. The Ohio Utilities Protection Service will notify the City of Fremont’s Water and Sewer Maintenance Department and any other utilities such as AEP, Columbia Gas, Toledo Edison, AT & T, etc.) All such utilities with underground utilities in the proposed excavation area will then locate and mark with paint or flag their respective lines. Please be aware, property owner’s utility lines will NOT be marked. It is the responsibility of the respective property owner to know the location of and mark their privately owned lines .
